The CIUSSS de la Capitale-Nationale (CIUSSSCN), in collaboration with the Société Québécoise des Infrastructures (SQI), constructed two new Seniors’ and Alternatives Centers in Lebourgneuf and Sainte-Foy, Québec. Both projects were constructed in unison, each following a grouped housing model that creates environments that are better adapted and centered on meeting the needs of residents with a loss of autonomy or with special support needs.

HCR provided Facility Activation, Asset Transfer Planning, Physical Relocation of Assets, Resident Transfer Planning and Resident Transfer Coordination services for both projects, to ensure the seamless transfer of all services and residents from each of the two existing long-term care homes, the Louis Hébert Residential Center and the Yvonne-Sylvain Residential Center.

This planning work began in 2022, with the moves of both facilities initially scheduled to take place in the Fall of 2022, but due to construction delays, the relocation of both homes was rescheduled to take place consecutively between late November and early December of 2023.

HCR completed the safe transfer of all assets and residents from the Louis Hébert Residential Center to the new Sainte-Foy Center in December 2023. Lebourgneuf Seniors’ and Alternatives Center was supposed to move simultaneously with SteFoy but had to be delayed due to major building deficiencies.

HCR accommodated for this and rescheduled the move of the Yvonne-Sylvain Residential Center to the Lebourgneuf Seniors’ and Alternatives Centre, which took place in late April of 2024. To ensure residents could choose their new home location, HCR created a resident transfer plan that included transfer from Yvonne Sylvain to Lebourgneuf, Yvonne Syvain to Ste foy and Ste foy to Lebourgneuf within a day, ensuring an efficient use of the CIUSSSCN staff and resources.
